Abstract
For developing countries, it is necessary to introduce fundamental qualitative changes in the plans of study in higher education. Such changes are made necessary by the exponential growth of scientific knowledge and new technologies if higher education is to respond to societal needs that may be met by science and technology. Improvement in teaching at all levels will permit the design of a model of sustainable development in agreement with the natural, social and cultural realities of each region and reduce the separation between developing countries and those developed.
